John Locke’un Gözünden Modern Demokrasi ve Toplum Sözleşmesinin Sınırları

Bu makale, John Locke’un Hükümetin Doğası Üzerine Giriş adlı eserinde geliştirdiği devletin meşruiyeti ve hükümetin halk üzerindeki yetkilerinin haklılığına dair düşüncelerini incelemektedir. Locke, devletin halkın rızasına dayalı olması gerektiğini savunarak, hükümetin temel amacının bireylerin yaşam, özgürlük ve mülk haklarını korumak olduğunu vurgular. Bu perspektiften, hükümetin halkın haklarını ihlal etmesi durumunda devrilebileceği fikri ortaya çıkar. Makale, Locke’un toplumsal sözleşme teorisinin modern liberal düşünceye katkılarını değerlendirirken, teorinin günümüz demokratik sistemleri ile olan uyumunu sorgular. Ayrıca, Locke’un fikirlerinin, toplumsal eşitsizlik ve adaletsizlik gibi sorunlar karşısında uygulamada ne kadar geçerli olabileceği tartışılmaktadır. Bu çerçevede, Locke’un ideal devlet anlayışının günümüz gerçekliklerinde uygulanabilirliğinin sınırlı olduğu sonucuna varılmaktadır.

This paper examines John Locke's ideas on the legitimacy of the state and the justification of governmental authority over the people as presented in his work A Letter Concerning Toleration. Locke argues that the state should be based on the consent of the governed, emphasizing that the primary purpose of government is to protect individuals' life, liberty, and property rights. From this perspective, if a government violates these rights, it can be overthrown. The paper assesses Locke's social contract theory and its contributions to modern liberal thought, while also questioning its relevance in contemporary democratic systems. Additionally, it explores the applicability of Locke's ideas in the face of issues such as social inequality and injustice, concluding that Locke's ideal state is limited in its feasibility in today's realities.
